Nature of Work: Human Resources Technician II is the third level in the Human Resources class series and involves advanced professional, technical, and supervisory work performed in a division of the City Human Resources Department. An employee exercises considerable independence in the performance of duties. Duties may include contract negotiations and labor relations, developing and implementing recruitment and selection processes, developing and implementing safety programs, administering the workers compensation program and administering the pension program. Duties may also include supervising clerical and professional personnel.

Education and Experience: The knowledge, skills, and abilities may be acquired through, but are not limited to, the following combination of education and/or experience.

1) Bachelor's DegreeANDThree (3) years of experience in one or more of the following areas: conducting job analyses and salary and benefits surveys, preparing and revising classification descriptions, administering benefits, constructing and validating employment examinations, maintaining and administering Equal Employment Opportunity (EEO) programs, developing and conducting formal training sessions, occupational safety and health work including administration and development of accident prevention programs, administering workers' compensation claims and case management programs, or participating in negotiations or grievance investigations.OR 2) Equivalent combination of education and experience.

Special Qualifications:
Must be able to transport oneself or coordinate transportation to work sites throughout the City during the course of the work day.

Professional in Human Resources (PHR) certification, Senior Professional in Human Resources (SPHR), Certified Compensation Professional (CCP), or SHRM-CP preferred.

Safety Division: Must possess a Class "A" Commercial Driver's License (CDL) by the end of the probationary period.

Pay Range: $72,737.60 with step increases to $92,123.20 Annually

* Ability to move objects weighing up to twenty (20) pounds of force up to 33% of the time, to use up to ten (10) pounds of force from 34 to 66% of the time, and to use lesser amounts of force from 67 to 100% of the time to move objects.
* For those assigned to the Safety Division:
* Knowledge and ability to research, review, interpret, and administer city, state, and federal regulations regarding safety.
* Knowledge of first aid principles and practices.
* Ability to maintain safety related records and compile reports based on data received such as injuries and accidents, their causes, and steps to take to avoid them in the future.
* Ability to compose, develop, instruct, and evaluate various training, safety and first aid courses and programs.
* For those assigned to Workers Compensation:
* Knowledge of insurance coverage available but not limited to workers' compensation, disability, general liability, property, and professional liability claims.
* Knowledge of ADA accommodations, regulations, guidelines and standards as applicable to a workplace setting.

Detailed responsibilities:
* Supervises subordinates in the work of an assigned area, including hiring, training, evaluating, and overseeing the work of subordinate staff.
* Supervises and participates in the establishment of standards, processes, forms, and regulations, and assists in the development of new methods and procedures for improving the quality and efficiency of the assigned area.
* Explains personnel policies and practices to employees and evaluates suggested policy or procedural changes.
* Plans, develops, and administers training programs and activities to all departments on such topics as employee assistance, employment and recruitment, basic and advanced supervisory training, legal compliance benefit programs, workers compensation, safety, diversity, equity and inclusion.
* Oversees the processing of and approves documents such as bids, contracts, requisitions, and vouchers which do not require City Council approval.
* Maintains regular job attendance in accordance with a schedule established for the position by the supervisor.
* Performs other related duties as assigned or as the situation dictates within the scope of this classification.
* The following essential functions are specific to the designated division:
* Safety Division:
* Investigates employee accidents and injuries occurring on the job, including root cause analysis. Interviews victims and witnesses to ascertain the causes and safety precautions needed and processes accident reports and property damage claims.
* Compiles and analyzes employee injury statistics and generates reports from them.
* Educates employees about past accidents and injuries and counsels them as to the methods to avoid similar situations in the future.
* Inspects facilities and equipment, makes recommendations for remedial action and develops and updates emergency procedure programs. Conducts risk assessment evaluations to define means to eliminate identified hazards.
* Monitors and consults with divisional safety committees and assists in the formulation of safety policies. Assist City departments with the implementation and enforcement of safety policies.
* Delivers presentations, conducts meetings, and organizes training related to safety issues for employees and supervisors and coordinates appearances by experts to address safety related issues.
* Oversees and consults with division managers in educating employees on and disbursement of safety materials, standard operating procedures and training manuals. Maintains a database of City-wide safety and training materials policies and procedures.
* Works to create a pro-active safety culture throughout the City workforce.
* Educates managers regarding procedures related to and enforces the City's drug and alcohol policy. Oversees the administration of reasonable suspicion and random drug and alcohol testing on City employees.
* Organizes and tracks loss control efforts including ergonomic evaluations and solutions.
* Creates and updates safety reports and documents.
* Oversees and consults with division managers regarding compliance with federal, state, and local laws relating to functions performed within all City Departments as it relates to safety.
* Assists with research and drafting related to City safety policies, procedures, guidance documents and memoranda.
